Abscond - to depart secretly; to steal away and hide oneself -- used especially of persons who withdraw to avoid arrest or prosecution
Axiomatic - evident without proof or argument
Allude - make a more or less disguised reference to
Annotate - add explanatory notes to or supply with critical comments.
Arrogate - seize and take control without authority and possibly with force; take as one's right or possession.

Culpable - distrain - To seize the property of (a person) in order to compel payment of debts; To levy a distress upon

Embezzle - to take (money, for example) for one's own use in violation of a trust
Encumber- to hinder or impede the action or performance of

Fungible - Freely exchangeable for or replaceable by another of like nature or kind in the satisfaction of an obligation.

Gerrymander - the dividing of a state, county, etc., into election districts so as to give one political party a majority in many districts while concentrating the voting strength of the other party into as few districts as possible

Incumbency - term during which some position is held
Innuendo - an indirect (and usually malicious) implication
Interpose - get involved, so as to alter or hinder an action, or through force or threat of force (interfere, intervene, step in)

Perforce - by necessity; by force of circumstance
Plenipotentiary - a person invested with full power to transact any business; especially, an ambassador or diplomatic agent  with full power to negotiate a treaty or to transact other business
Plunder -  property stolen by fraud or force
